i would add lcr tester
Only just watched this but there are ways of saving money. Make a power supply and signal generator from a kit or simple power supply circuit. You can use 24v, 15v, 12v and 5v regulators in one power supply. Fluke or decent multimeter. Make fixed resistor and capacitance boxes, component tester (cap ohms and inductance), thermometer (K T or pt100). Times 10 variable pots are good for variable resistance. 50 or 100 MHz scope as scope meters have limited low scope ranges. It is quite easy to make a DC Volt and A source plus amplifier on sig gen to cover most AC voltage calibration below 100V. Good test leads and bnc leads. Basic tools and cleaners.
